Система управління ризиковими ситуаціями в умовах підвищення інвестиційної привабливості та безпеки бізнесу

Abstract

У статті обгрунтовано особливості формування системи управління процесом виявлення чинників, що обумовлюють ризикові ситуації, загрожують зниженню інвестиційної привабливості та безпеки бізнесу. З'ясовано, що система управління процесом виявлення чинників, що обумовлюють ризикові ситуації, загрожують безпеці та зниженню інвестиційної привабливості бізнесу є одним із елементів системи управління ризиками бізнесу та повинна включати комплекс нормативно-правового, методичного, організаційного забезпечення (підсистема забезпечення) та функції управління процесом усунення ризиків бізнесу (функціональна підсистема). Водночас, послідовність управління процесом виявлення чинників, що обумовлюють ризикові ситуації, загрожують безпеці та зниженню інвестиційної привабливості бізнесу передбачає виокремлення таких компонентів: збір та накопичення інформації; аналіз та оцінка стану зовнішнього та внутрішнього середовища діяльності бізнесу відповідно до місії та цілей розвитку; вивчення досліду інших підприємств щодо переваг та недоліків методів дослідження середовища діяльності бізнесу, інструментів збору та накопичення інформації, аналізування й оцінювання чинників, що впливають на появу кризових ситуацій і причин; розроблення системи моніторингу зовнішнього та внутрішнього середовища діяльності бізнесу з метою раннього (якнайшвидшого) виявлення чинників, що впливають на появу кризових ситуацій і причин; вироблення управлінських дій та заходів для завчасного запобігання появі ймовірних кризових ситуацій.

A business that is able to identify and respond in a timely manner to the factors causing risk situations that threaten the security of the enterprise is attractive for investment The purpose of the study is to conduct a study on the formation of a management system for the process of identifying factors that determine risk situations that threaten to reduce the investment attractiveness and security of business. The following methods have been used to solve the problems: analysis, systematization and generalization to form a logical and structural model of the management system for the process of identifying factors that determine risk situations, threaten safety and reduce investment attractiveness; synthesis, induction to solve the problem to form a sequence of management of the process of identifying factors that cause risk situations, threaten security and reduce the investment attractiveness of business; schematic and graphic images for the visual display of the results of research and analytical data. The system for managing the process of identifying factors that cause risk situations, threatening the security and reducing the investment attractiveness of business is one of the elements of the business risk management system and should include a complex of legal, methodological, organizational support (subsystem of support) and functions of managing the process of eliminating business risks (functional subsystem). The sequence of managing the process of identifying factors that cause risk situations, threaten security and reduce the investment attractiveness of business involves the selection of the following components: collection and accumulation of information; analysis and assessment of the state of the external and internal business environment in accordance with the mission and development goals; studying the experience of other enterprises regarding the advantages and disadvantages of methods of researching the business environment, tools for collecting and accumulating information, analyzing and evaluating factors affecting the emergence of crisis situations and causes; development of a system for monitoring the external and internal environment of business activity with the aim of early (as soon as possible) identification of factors affecting the emergence of crisis situations and causes; development of management actions and measures for the early prevention of possible crisis situations.
