Економічний механізм сталого розвитку закладів вищої освіти

Abstract

Дисертація є завершеним, системним та комплексним науковим дослідженням, у межах якого здійснено всебічне узагальнення наявних теоретико-методологічних підходів до розуміння сутності, структури й функцій економічного механізму сталого розвитку ЗВО, а також розроблено науково обґрунтовані рекомендації прикладного характеру щодо його формування, впровадження та вдосконалення в умовах динамічних трансформацій соціально-економічного середовища. Актуальність обраної тематики зумовлена необхідністю переосмислення ролі вищої освіти у контексті глобальних викликів, зокрема кліматичних змін, цифрової трансформації, ресурсних обмежень та зростаючої соціальної відповідальності освітніх інституцій. У роботі здійснено ґрунтовний аналіз концептуальних засад сталого розвитку у сфері вищої освіти, охарактеризовано структурні елементи економічного механізму сталого розвитку ЗВО, а також виявлено чинники, що зумовлюють ефективність його функціонування. Метою дисертаційної роботи є розроблення теоретико-методичних положень та практичних рекомендацій щодо формування і впровадження економічного механізму сталого розвитку ЗВО на основі формування сталої екосистеми університету. Об’єкт дослідження – процес сталого розвитку ЗВО України. Предметом дослідження є теоретико-методичні та практичні засади 3 економічного механізму сталого розвитку ЗВО у повоєнному відновленні України. Одержані в дисертаційній роботі результати в сукупності вирішують наукове завдання, що полягає в обґрунтуванні економічного механізму сталого розвитку ЗВО на основі формування сталої екосистеми університету. Це завдання реалізується через розробку наукових підходів до формування сталої університетської екосистеми як інтегрованого середовища, у якому гармонійно поєднуються освітня, наукова, соціальна, економічна та екологічна складові. Такий підхід дозволяє не лише забезпечити економічну ефективність діяльності ЗВО, а й підвищити їхню соціальну відповідальність, екологічну чутливість та здатність адаптуватися до викликів глобального середовища. На підставі проведеного комплексного дослідження процесів сталого розвитку ЗВО, а саме взаємозв’язку економічної, екологічної та соціальної складових сталого розвитку, визначено ключові бар’єри та ризики, а також запропоновано стратегічні напрями підвищення стійкості та конкурентоспроможності ЗВО в довгостроковій перспективі. На основі проведених досліджень розроблено науково-практичні підходи до вдосконалення управлінських рішень у сфері забезпечення сталого функціонування та розвитку ЗВО. Визначено межі сутності сталого розвитку як парадигми діяльності ЗВО в сучасних умовах; обґрунтовано інтеграцію соціальної відповідальності у діяльність ЗВО в контексті сталого розвитку та виокремлено елементи економічного механізму забезпечення сталого розвитку ЗВО; проаналізовано сучасні тенденції розвитку ЗВО України та визначено їх роль в національній економічній системі; проведено оцінювання їх сталого розвитку ЗВО України та розкрито особливості використання зарубіжного досвіду сталого розвитку університетів. За результатами проведеного дослідження та стратегічного аналізу впливу зовнішнього середовища на сталий розвиток ЗВО сформовано рамку та обґрунтовано модель сталої екосистеми, а також запропоновано вектор удосконалення економічного механізму сталого розвитку ЗВО у 4 повоєнному відновленні України, в рамках якого вперше розроблено інноваційний алгоритм реалізації економічного механізму сталого розвитку ЗВО, перевагами якого є його універсальність, тобто можливість використання ЗВО різних форм власності та в якому містяться всі складові, що забезпечують високий рівень управління, мають місце нові підходи до розробки стратегії (на основі моніторингу), використовуються науково обґрунтовані підходи до прийняття управлінських рішень. За результатами дослідження в дисертаційній роботі визначено, що політика управління розвитком університетської освіти України в контексті сталого розвитку є комплексною діяльністю держави в освітній сфері, метою чого є створення законодавчих передумов та виконавчих ініціатив для інтеграції країни в європейську освітню спільноту, що досягається через приведення національних освітніх стандартів, програм та процедур у відповідність з європейськими вимогами, та, на відміну від існуючих, враховує всі аспекти формування та реалізації євроінтеграційної політики розвитку університетів, що дозволяє комплексно сформувати платформу для цієї політики та ефективно реалізувати програми розвитку в умовах євроінтеграції. У ході дослідження удосконалення науково-методичний підхід до формування моделі взаємозв’язку між концепціями сталого розвитку, сучасного університету та соціальною відповідальністю університету, відмінність якого від вже існуючих полягає у чіткій демонстрації підходу, згідно з яким університети повинні не лише забезпечувати якісну освіту, але й активно сприяти сталому розвитку суспільства через інновації, наукові дослідження та відповідальне використання ресурсів, інтегрувати принципи сталого розвитку в свою діяльність, формувати у студентів відповідальне ставлення до екології та соціальних проблем, а також готувати фахівців, які будуть здатні ефективно вирішувати актуальні проблеми глобалізації та стійкості. Науковий підхід до створення сталої екосистеми ЗВО України в дисертаційній роботі представлено у вигляді ментальної карти, яка серед 5 завдань у довгостроковій перспективі передбачає збереження інфраструктури та людського капіталу в університетах України, організаційну підготовку до розширення масштабів університетської діяльності на етапі повоєнного відновлення, з урахуванням екологічних стандартів, розробку базових програм і проєктів з інтеграцією концепції смарт-кампусів та екокампусів, орієнтуючись на сталий розвиток і екологічну відповідальність, оптимізацію роботи державних органів, що регулюють вищу освіту та наукову діяльність, з урахуванням екологічних ініціатив, та відрізняється від існуючих дорожніх карт інтеграцією екологічних ініціатив на всіх рівнях та концентрацією на структурній деталізації формування сталої екосистеми ЗВО України. В дисертації представлено науково-методичний підхід до моделювання сталої екосистеми ЗВО України, що поєднує інфраструктурні інновації, освітні та наукові досягнення, ефективне управління ресурсами і соціальну відповідальність та, на відміну від існуючих, усуває прогалину в розумінні динаміки, пов'язаної з нелінійним розвитком університетської екосистеми, що може бути спричинена соціальними та економічними змінами в існуючих умовах функціонування, а також є застосованою в умовах післявоєнного відновлення. В дисертаційній роботі дістали подальшого розвитку вихідні теоретичні положення щодо визначення «смарт-екокампус», яке передбачає інтеграцію сучасних цифрових технологій та принципів сталого розвитку в навчальне середовище університету з метою підвищення ефективності управління, навчання, досліджень і збереження екологічної рівноваги та науковометодичний підхід до проведення SWOT-аналізу в частині математичного обґрунтування вибору стратегії за результатами паралельного якісного та кількісного аналізу внутрішнього і зовнішнього середовища діяльності ЗВО, який, на відміну від попередніх наукових напрацювань, використовує геометричний матричний підхід до вибору стратегії серед існуючих альтернатив. 6 В роботі окреслено науково-методичний підхід щодо рамкового формування сталої екосистеми ЗВО, яка, з позиції автора, є стратегічною структурою, та, на відміну від існуючих, визначає складові та інструменти, необхідні для формування та функціонування екосистеми, що забезпечує сталий розвиток університетів у довгостроковій перспективі та включає в себе інтеграцію екологічних, соціальних, економічних та технологічних аспектів в управлінні університетами. Усі наукові результати, викладені в дисертаційній роботі, є результатом особистих досліджень автора, що свідчить про його самостійність у постановці наукової проблеми, формулюванні мети й завдань дослідження, виборі методологічного інструментарію, інтерпретації одержаних результатів та формулюванні висновків. Дисертація є одноосібно виконаною кваліфікаційною науковою працею, у якій розв’язано конкретне комплексне наукове завдання – обґрунтування економічного механізму сталого розвитку ЗВО на основі формування сталої університетської екосистеми. У роботі реалізовано індивідуальний підхід до аналізу проблематики сталого розвитку ЗВО, розроблено авторські пропозиції та рекомендації, які мають практичну значущість і наукову новизну. Щодо наукових публікацій, підготовлених у співавторстві, у дисертаційній роботі використано лише ті ідеї, методичні підходи та теоретичні положення, що є безпосереднім результатом особистої наукової діяльності автора і не запозичені з колективної роботи інших дослідників. Основні результати і висновки дисертації знайшли відображення у 10 наукових працях. Зокрема 4 статті опубліковані у фахових наукових виданнях України та 6 публікацій апробаційного характеру. The dissertation is a complete, systematic and comprehensive scientific research, within which a comprehensive generalization of existing theoretical and methodological approaches to understanding the essence, structure and functions of the economic mechanism of sustainable development of higher education institutions (HEIs) has been carried out, and scientifically substantiated recommendations of an applied nature have been developed regarding its formation, implementation and improvement in the conditions of dynamic transformations of the socio-economic environment. The relevance of the chosen topic is related to the need to rethink the role of higher education in the context of global challenges, in particular climate change, digital transformation, resource constraints and the growing social responsibility of educational institutions. The work has carried out a thorough analysis of the conceptual principles of sustainable development in the field of higher education, characterized the structural elements of the economic mechanism of sustainable development of HEIs, and also identified factors that determine the effectiveness of its functioning. The purpose of the dissertation is to develop theoretical and methodological provisions and practical recommendations for the formation and implementation of an economic mechanism for sustainable development of higher education institutions based on the formation of a sustainable university ecosystem. The object of the study is the process of sustainable development of higher education institutions in Ukraine. The subject of the study is the theoretical, methodological 8 and practical principles of the economic mechanism for sustainable development of higher education institutions in the post-war reconstruction of Ukraine. The results obtained in the dissertation work collectively solve the scientific task, which is to substantiate the economic mechanism for sustainable development of higher education institutions based on the formation of a sustainable university ecosystem. This task is implemented through the development of scientific approaches to the formation of a sustainable university ecosystem as an integrated environment in which educational, scientific, social, economic and environmental components are harmoniously combined. Such an approach allows not only to ensure the economic efficiency of HEIs, but also to increase their social responsibility, environmental sensitivity and ability to adapt to the challenges of the global environment. The dissertation presents the results of a comprehensive study of the processes of sustainable development of higher education institutions. The relationship between the economic, environmental and social components of sustainable development is considered, key barriers and risks are identified, and strategic directions for increasing the sustainability and competitiveness of higher education institutions in the long term are proposed. Based on the research conducted, scientific and practical approaches to improving management decisions in the field of ensuring the sustainable functioning and development of higher education institutions were developed. The dissertation work defines the boundaries of the essence of sustainable development as a paradigm for the activities of higher education institutions in modern conditions; justifies the integration of social responsibility into the activities of higher education institutions in the context of sustainable development and identifies elements of the economic mechanism for ensuring the sustainable development of higher education institutions; analyses current trends in the development of higher education institutions in Ukraine and determines their role in the national economic system; An assessment of the sustainable development of higher education institutions in Ukraine was conducted and the features of using 9 foreign experience in sustainable development of universities were revealed. Based on the results of the research and strategic analysis of the impact of the external environment on the economic mechanism of sustainable development of higher education institutions, a framework was formed and a model of a sustainable ecosystem of higher education institutions in Ukraine was substantiated, and a vector for improving the economic mechanism of sustainable development of higher education institutions in the post-war reconstruction of Ukraine was proposed, within the framework of which an innovative algorithm for implementing the economic mechanism of sustainable development of higher education institutions was first developed, the advantages of which are its universality, that is, the possibility of use in an economic system of any level and which contains all the components that ensure a high level of management, new approaches to strategy development (based on monitoring) are used, scientifically based approaches to making management decisions are used. According to the results of the research, the conceptual and categorical apparatus for managing the development of university education in Ukraine has been improved in the dissertation work, namely, the author's definition of the policy for managing the development of university education in Ukraine in the context of sustainable development has been provided, according to which this policy is a comprehensive activity of the state in the educational sphere, the purpose of which is to create legislative prerequisites and executive initiatives for the integration of the country into the European educational community, which is achieved by bringing national educational standards, programs and procedures into line with European requirements, and, unlike existing ones, takes into account all aspects of the formation and implementation of the European integration policy for the development of universities, which allows for a comprehensive formation of a platform for this policy and effective implementation of development programs in the context of European integration. In the course of the study, the scientific and methodological approach to the formation of a model of the relationship between the concepts of sustainable 10 development, a modern university and the social responsibility of the university was improved, the difference of which from existing ones lies in the clear demonstration of the approach according to which universities should not only provide high-quality education, but also actively contribute to the sustainable development of society through innovation, scientific research and responsible use of resources, integrate the principles of sustainable development into their activities, form a responsible attitude towards ecology and social problems in students, as well as train specialists who will be able to effectively solve the current problems of globalization and sustainability. The scientific approach to creating a sustainable ecosystem of higher education institutions in Ukraine is presented in the dissertation in the form of a mental map, which, among the tasks in the long term, provides for the preservation of infrastructure and human capital in Ukrainian universities, organizational preparation for expanding the scale of university activities at the stage of post-war reconstruction, taking into account environmental standards, development of basic programs and projects with the integration of the concept of smart campuses and eco-campuses, focusing on sustainable development and environmental responsibility, optimization of the work of state bodies regulating higher education and scientific activities, taking into account environmental initiatives, and differs from existing roadmaps by the integration of environmental initiatives at all levels and a focus on the structural detailing of the formation of a sustainable ecosystem of higher education institutions in Ukraine. The dissertation presents a scientific and methodological approach to modelling a sustainable ecosystem of higher education institutions in Ukraine, which combines infrastructure innovations, educational and scientific achievements, effective resource management and social responsibility and, unlike existing ones, eliminates the gap in understanding the dynamics associated with the nonlinear development of the university ecosystem, which can be caused by social and economic changes in the existing operating conditions, and is also applicable in the 11 context of post-war recovery, when universities, students, scientists and state institutions return to the normal functioning of the educational environment. The dissertation further developed the initial theoretical provisions on the definition of a "Smart Eco-Campus", which involves the integration of modern digital technologies and principles of sustainable development into the university's educational environment in order to increase the efficiency of management, teaching, research and preservation of ecological balance, and a scientific and methodological approach to conducting a SWOT analysis in terms of mathematical justification of the choice of strategy based on the results of a parallel qualitative and quantitative analysis of the internal and external environment of the HEI, which, unlike previous scientific developments, uses a geometric matrix approach to choosing a strategy among existing alternatives. The work outlines a scientific and methodological approach to the framework formation of a sustainable ecosystem of higher education institutions, which, from the author's point of view, is a strategic structure, and, unlike existing ones, determines the components and tools necessary for the formation and functioning of an ecosystem that ensures the sustainable development of universities in the long term and includes the integration of environmental, social, economic and technological aspects in university management. All scientific results presented in the dissertation are the result of the author's personal research, which indicates his independence in setting the scientific problem, formulating the goals and objectives of the study, choosing methodological tools, interpreting the results obtained and formulating conclusions. The dissertation is a single-authored qualifying scientific work, which solves a specific complex scientific task - substantiation of the economic mechanism for sustainable development of higher education institutions based on the formation of a sustainable university ecosystem. The work implements an individual approach to the analysis of the issues of sustainable development of higher education institutions, develops author's proposals and recommendations that have practical significance and scientific novelty. As for scientific publications prepared in co-authorship, the 12 dissertation uses only those ideas, methodological approaches and theoretical provisions that are a direct result of the author's personal scientific activity and are not borrowed from the collective work of other researchers. The main results and conclusions of the dissertation are reflected in 10 scientific works. In particular, 4 articles were published in professional scientific publications of Ukraine and 6 publications of an approbatory nature.
