Концепція управління інтелектуальним капіталом закладів вищої освіти в умовах воєнних міграційних процесів

Abstract

У статті досліджено теоретичні та прикладні аспекти управління інтелектуальним капіталом закладів вищої освіти в умовах воєнних міграційних процесів. Обґрунтовано актуальність дослідження, що зумовлена суттєвими трансформаціями функціонування системи вищої освіти під впливом повномасштабної війни, вимушеної внутрішньої та зовнішньої міграції населення, релокації закладів освіти, посилення конкуренції за людський капітал і необхідності забезпечення стійкого розвитку університетів в умовах невизначеності. Узагальнено наукові підходи до трактування сутності інтелектуального капіталу та визначено особливості його формування в закладах вищої освіти. Запропоновано авторський підхід до структури інтелектуального капіталу закладів вищої освіти, який включає людський, структурний, реляційний, інноваційний та цифровий капітал та обґрунтовано їх роль у забезпеченні конкурентоспроможності, адаптивності та інноваційного розвитку університетів. Систематизовано внутрішні та зовнішні чинники розвитку інтелектуального капіталу в умовах воєнних міграційних процесів. Визначено особливості впливу міграційних процесів на окремі складові інтелектуального капіталу. Доведено, що поряд із негативними наслідками, пов’язаними з відтоком науково-педагогічних працівників і здобувачів освіти, порушенням організаційних зв’язків, скороченням інноваційної активності та підвищенням ризиків цифрової безпеки, воєнні міграційні процеси створюють нові можливості для розширення міжнародного співробітництва, розвитку академічної мобільності, цифровізації освітнього середовища та інтеграції у глобальний науково-освітній простір. Розроблена концепція управління інтелектуальним капіталом закладів вищої освіти в умовах воєнних міграційних процесів, яка ґрунтується на інтеграції людського, структурного, реляційного, інноваційного та цифрового капіталу й передбачає використання комплексу організаційних, кадрових, економічних, інформаційних, інноваційних і цифрових механізмів управління. Реалізація запропонованої концепції сприятиме збереженню та розвитку інтелектуального потенціалу університетів, підвищенню ефективності їх функціонування, зміцненню міжнародних зв’язків і забезпеченню довгострокової стійкості в умовах воєнних та післявоєнних трансформацій.

The article examines the theoretical and applied aspects of intellectual capital management in higher education institutions under conditions of wartime migration processes. The relevance of the study is substantiated by significant transformations in the functioning of the higher education system caused by the full-scale war, forced internal and external migration of the population, relocation of educational institutions, intensified competition for human capital, and the need to ensure the sustainable development of universities under conditions of uncertainty. Scientific approaches to interpreting the essence of intellectual capital are generalized, and the specific features of its formation within higher education institutions are identified. The study proposes an author's approach to the structure of intellectual capital in higher education institutions, which includes human, structural, relational, innovation, and digital capital, and substantiates their role in ensuring the competitiveness, adaptability, and innovative development of universities. Internal and external factors influencing the development of intellectual capital under wartime migration processes are systematized. The specific impact of migration processes on individual components of intellectual capital is determined. It is proved that, alongside the negative consequences associated with the outflow of academic staff and students, disruption of organizational relationships, reduced innovation activity, and increased digital security risks, wartime migration processes also create new opportunities for expanding international cooperation, developing academic mobility, digitalizing the educational environment, and integrating into the global scientific and educational space. A concept of intellectual capital management for higher education institutions under wartime migration processes has been developed. The concept is based on the integration of human, structural, relational, innovation, and digital capital and involves the application of a comprehensive set of organizational, personnel, economic, informational, innovation, and digital management mechanisms. The implementation of the proposed concept will contribute to the preservation and development of the intellectual potential of universities, increase the efficiency of their functioning, strengthen international cooperation, and ensure long-term resilience under wartime and post-war transformations.
