Фінансово-економічні передумови розвитку матеріально-технічного забезпечення галузі фізичної культури і спорту

Abstract

Сфера фізичної культури і спорту в Україні наразі набуває особливо значення, оскільки сприяє підтримці фізично-духовних та психологічно-соціальних аспектів життя населення країни в умовах воєнного стану. В статті визначені чинники, що впливають на розвиток фізичної культури і спорту, а також джерела фінансування розвитку суб’єктів фізичної культури і спорту згідно чинного законодавства. Узагальнені проблеми розвитку матеріально-технічного розвитку спортивної індустрії, серед яких: війна в Україні і як наслідок недостатнє фінансування галузі, зношеність інфраструктури, нерівномірний регіональний розподіл ресурсів, відсутність сучасного обладнання та недостатня увага до інфраструктури масового спорту. Виходячи з окреслених проблем, серед основних фінансово-економічних передумов розвитку суб’єктів фізичної культури і спорту доцільно виділити: забезпечення належного фінансування, розвиток інфраструктури суб’єктів, активна співпраця з бізнесом, використання сучасних технологій в спортивній індустрії та розвиток кадрового потенціалу. Реалізація окреслених передумов забезпечить розвиток сучасної спортивної інфраструктури, її стабільний розвиток та покращення якості послуг у сфері фізичної культури і спорту.

The field of physical culture and sport in Ukraine is currently gaining special importance as it contributes to supporting the physical, spiritual, and psychosocial aspects of the population's lives amidst the full-scale intrusion. The article identifies factors influencing the development of physical culture and sport, including proper financial support, government policies, public interest and popularity of sports, sports infrastructure, available coaching potential, and sociocultural traditions. It is established that despite the increase in expenditures from state and local budgets for the development of physical culture and sports, the percentage of funds directed towards the development of the sports industry remains insignificant. Additionally, budgetary allocations lag behind the real growth in the "cost of living." General problems in the development of the material and technical base of the sports industry are outlined, including the war in Ukraine leading to insufficient funding for the industry, infrastructure worn-out, uneven regional distribution of resources, lack of modern equipment, and insufficient attention to mass sports infrastructure. Based on the outlined problems, the main financial and economic bachground for the development of subjects in physical culture and sports are identified as follows: ensuring proper funding, which is crucial for supporting and improving the material and technical base; infrastructure development of subjects - construction and modernization of sports facilities; active cooperation with business - extensive involvement of private sector investments in the development of sports infrastructure; utilization of modern technologies in the sports industry, which will enhance the efficiency of managing sports facilities; development of human resources - training and preparation of highly qualified personnel to improve the quality of services provided. To address the outlined tasks, it is necessary to develop a comprehensive strategy at the state level, which includes attracting additional financial resources, efficient infrastructure management, and cooperation with various stakeholders.
